Public Sector Application Platform
The COIDUEM platform was developed as a secure web-based system for electronic applications, evaluation and reporting of project proposals under a national programme supporting municipalities in educational desegregation initiatives.
The main objective was to bring separate forms, documents and administrative actions into one centralised system. Through the platform, applicant institutions can register, submit project proposals, upload documents, complete budget information and fulfil subsequent reporting requirements.

Challenge
The main challenge was building a unified process for several different user groups — applicant municipalities and institutions, evaluators and the administrative team. Each participant needed different permissions and access only to the information and actions relevant to their role.
The application forms contain a large number of fields, budget data and mandatory supporting documents. The process therefore needed to remain clear and easy to follow, including for users with limited technical experience.
The system also had to manage deadlines, application statuses and multiple stages of evaluation and reporting. An important requirement was that the platform could be reused for future application rounds without rebuilding the entire system each year.
Solution
We developed a centralised platform with dedicated user roles and customised access for applicants, evaluators and administrators.
The application process was divided into structured steps, allowing users to complete detailed forms, upload required documents and enter budget information. Mandatory fields and attachments are validated before final submission.
After submission, each application moves through predefined statuses and evaluation stages. Evaluators receive access to their assigned project proposals, while the administrative team can track submitted forms, required corrections, deadlines and evaluation results from one place.
Separate financial and narrative reporting modules were also developed, allowing approved applicants to submit subsequent documentation within the same system.
Result
The result is a unified web platform covering the entire process — from registration and project proposal submission to evaluation, budgeting and subsequent reporting.
Applicant institutions have a clear account area with access to their forms and documents. Evaluators can process assigned applications, while administrators can monitor programme execution from a centralised environment.
The system reduces document exchange by email, simplifies validation of submitted information and allows multiple application rounds and reporting periods to be managed within a single structured platform.
